Dear Washington State Legislature Member,

I am writing you to express my deep concern and distress at the governor's plan to completely withdraw General Funds for our state parks by the 2013 – 2015 budget periods and to remove $50 million from the Recreation and Conservation Office (RCO). These suggested cuts are drastic, unprecedented in our state’s history and could lead to total devastation to our park system.

In 2009 after the Washington State Parks and Recreation Commission proposed the mothballing of up to 40 parks the public demanded that Lawmakers find other solutions to keep parks open. Legislature responded with a donation program tied to vehicle license registration and renewals. Although actual donations have been less than was projected due to poor marketing, the Commission has managed to keep parks open. Other solutions such as an annual vehicle access fee or a day-use permit offer promise but are not likely to completely solve the park system’s financial needs.

Clearly our government is faced with tough decisions as we navigate the state’s budget crisis. I ask that you consider striking a balance between donations, user fees and state funding to insure the future preservation and proper management of our state parks. Our parks are vital not only to quality of life, but also to many local communities whose economies rely on their tourism revenue.

Thank you for your thoughtful efforts in this most urgent matter.

Sincerely,

Greg Baer
Gig Harbor

Ladies and Gentlemen

I was not able to come to Olympia today as you discussed and took testimony of SB 5622. If I could have testified today I would have spoke against this bill. As a Board Member of Preserve Our Parks here in Gig Harbor I have concerns with this bill. First, I do not think it will work to sustain state parks into the future. As a person that helped push the present $5 donation plan, which people are opting out of, I don't understand why you think the $30 plan will work. I am aware that WSU did a survey that says this will work but I am skeptical. I know this because I have spent a few hours sitting at the Gig Harbor DOL office and watched person after person come in and opt out of the $5 fee, complain about paying for the parks twice and making comments about Tim Eyman needs to run an initiative against this. My survey was that 80% of people opted out of the $5 donation; I think more will opt out of a $30 fee. We will be back here in a year wondering what we do next to save parks. Is there one state that keeps their parks open with donations only? I don't think so. California has a $120 fee and they closed 200 state parks. Funding State Parks through allocation of the State General fund as the main source of funding is critical. User Fees should be used as supplemental funding only. The State Parks should consider additional budget savings through:
Operational efficiencies
Reduction in top heavy management and other overhead cost

Here are other issues I have with the bill.
1.The bill is $30 per vehicle. What do I do if I want to take my car one day and my motorcycle the next? The pass needs to be transferrable.
2.This bill hurts the poor. They will stay away from the parks. Something must be done to help struggling families so they can go to the parks.
3. People will park outside the parks to avoid the fee. In our area this will cause a traffic issue around Kopachuck State Park. I know the Governor wants state parks to stand alone, but she also wanted social programs cancelled too. But the legislature found the money to keep these programs alive. Someone was a hero to stand up to the governor. We need a hero to stand up for state parks too. Be a hero.
